Such projects are governed by general Myanmar law, including the Myanmar Contract Act, the foreign investment law and various land laws. A Presidential notification addresses the process of public procurement in general. Power projects are generally structured as joint ventures or on a BOT basis.

The reported number of conflict-related incidents on electricity infrastructure has been declining following the peak in late 2021 and early 2022, but grid network capacity remains vulnerable.
As of early 2025, Myanmar’s power generation has plunged to around 2,800 MW daily, meeting just 50-55% of demand. Peak output sometimes drops below 2,000 MW, causing severe blackouts—up to 20 hours daily in major cities like Yangon, Mandalay, and Naypyidaw.
